Need some suggestions on how to put on the outside belt that turns the rollers. There are 4 bolts on the outside of the cover that looks to be adjustable. Do I remove those and push the pulley back towards the u joint, then slide the belts around the pully?

Welcome aboard! That sounds like the right approach, yeah you'd loosen those bolts to give yourself room to slide the belt on. Just make sure you've got enough slack before wrestling it into position. Have you had a chance to check if the belt itself is in good shape or are you replacing it while you're in there?
