Late season hay prices

My dad got quoted $8 per small square bale for decent quality grass hay but last year at this time he was paying around $5 to 6, I know we had drought issues over summer in a lot of areas but this seems kinda too downward. We already bought most of what we need for winter but he says he might need to grab a few more loads but he's been thinking if he should just buy now or if prices might come down after thanksgiving when people realize they've probably overbought
Is $8 the new normal or is the supplier gouging? we stay at Idaho

Why not buy now if he can afford it, buying now beats risking higher prices or shortages in January and he should consider buying a bigger load now for a better price instead of multiple small purchases
